Chief Executive Officer and Chairman of the Board

Mr. McClintock, an American CPA and financial executive, started his career with Arthur Andersen Co. in 1974 and has been an independent oil and gas professional for 44 years—half the time in the US and half in Turkey. He has served as a board member, CEO, president, general manager, or CFO of several exploration, production, and service companies and managed an international financial and management consulting practice. Mr. McClintock helped organize, syndicate, and manage over $470 million of public and private investment programs in the energy business, including oil and gas (both onshore and offshore), coalbed methane, geothermal, biofuels, and power generation, including a JS Herold Pacesetter of the Year award winner.

Beginning in 2003, Mr. McClintock served initially as an advisor and later as country manager of a London-based oil company, which discovered eight gas fields (85 Bcf) in the Black Sea offshore Turkey. During the initial development of four fields, Mr. McClintock organized a management buyout of the Turkish subsidiary. The company was sold in 2017 and Mr. McClintock returned home to Houston, where he co-founded iLEX Energy Corporation.

Mr. McClintock has also worked in disaster management, helping to develop and manage over $44 million in projects financed by the EU, World Bank, Turkey, and The Netherlands. These projects helped institutions in Turkey, Albania, and India to better prepare for and respond to man-made and natural disasters.

Throughout his career, Mr. McClintock has interacted with government and business leaders to influence government programs and policies. In 2005, Mr. McClintock chaired the “Rule of Law” workgroup of the American Business Forum in Turkey, co-authored a white paper, and lobbied the Turkish government on behalf of an international client on rule of law issues. He currently represents iLEX in efforts to promote laws and regulations addressing energy and climate policy that recognize natural gas as an “enlightened” energy source and a vital part of the national and global energy economy. He is a member of the US Energy Streams Leadership Council.  He has been a speaker at energy conferences in Ankara, Istanbul, London, Houston, and Washington DC and a guest speaker at the Rice University Baker School of Business.
